Minister Staudte at Cannabis Trade Fair: Actions by Some Federal States Benefit the Illicit Market

Implementation of Cannabis Cultivation Clubs Should Not Be Hindered; Conference Participants Call for Cannabis Pilot Projects

Berlin, 2025-06-23: According to organizers, the world’s largest hemp trade fair, “Mary Jane” in Berlin, drew 65,000 visitors last weekend. The German Cannabis Business Association (BvCW) hosted a business conference during the event, attended by Lower Saxony’s Minister for Food, Agriculture and Consumer ProtectionMiriam Staudte.

The minister emphasized: “The decriminalization of recreational cannabis was long overdue. That some federal states are deliberately obstructing and delaying implementation is unacceptable in a constitutional state and only benefits the illicit market. Lower Saxony is leading the way in implementing federal law for cultivation associations. Sales through licensed associations enhance consumer protection and curb the black market.”

Members of Parliament Linda Heitmann (Greens) and Ates Gürpinar (The Left) both stressed the need for dedicated cannabis retail stores beyond the current supply channels.

BvCW President Dirk Heitepriem added: “We hope the Federal Office for Agriculture and Food (BLE) will authorize appropriate pilot projects.” At least 49 pilot project applications have already been submitted.

For the first time, alcohol consumption was prohibited and cannabis use permitted at the festival grounds. Heitepriem noted: “The festival was peaceful, the atmosphere was positive, and the police had a relaxed day. We should see more events like this.”
